1. RULES

These regattas will be governed by the ISAF Racing Rules of Sailing (RRS), the prescriptions of the national authority when they apply, the current International Fireball Class Rules, this Notice of Race (NoR), except as any of these are altered by the Sailing Instructions, and the Sailing Instructions (SI).

 2. ALTERATIONS OF CLASS RULES

The rules of the International Fireball Class will be altered as follows.

2.1 Limitation of Equipment

International Fireball Class Rule 23 'Limitations of Equipment' SHALL apply to both regattas.

2.2 Identification

Subject to the approval of the Race Committee, a boat chartered or loaned for the event shall declare at the time of entry or registration a sail number which is different from the registered number of the hull provided that the number declared shall not be the sail number of any other boat competing in the regatta (References RRS 77, Appendix G3). Boats shall display the same declared identification numbers on all sails used in the Regatta. The correct national letters of each competing crew shall be displayed on their mainsail.

 

3. ALTERATIONS OF RACING RULES

The Racing Rules of Sailing (RRS) may be modified in accordance with

RRS 86.1(b).

4. ADVERTISING

These Regattas are designated Category C events in accordance with RRS Appendix 1.

The Organizing Authority may require competitors to display Event Sponsors advertising material as prescribed under RRS Appendix 1, 20.3.1 (d) (i).

5. ELIGIBILITY AND ENTRY

5.1 General

All competitors shall comply with ISAF Eligibility Rules (RRS Appendix 2).

Both Regattas are open to boats of the International Fireball Class whose helmsman and crew are members of a National Fireball Class Association recognised by Fireball International.

The maximum number of boats that can enter will be 100 in both regattas.

 5.2 Entry Procedure

5.2.1.1 Competitors may enter by completing an entry form which will be posted on the Fireball Kenya website and sending it with the appropriate entry fees to:

Payment. Payment must be made using a SWIFT transfer. If you are able to consolidate payments with other competitors, this assists the race organisers. Please also make sure that when completing the SWIFT form for transfer that you specify very clearly what the payment is for and who it is from.

For security reasons, do not post cheques or bank drafts to the East African Fireball Association. (See amounts payable in 6.Fees, following.) Late entries may be made at the Regatta Office during the times for registration indicated in NoR 7.1.1 and 7.1.2

5.3 Entry Disclaimer

It is the Competitor’s decision to enter the Regatta or to start in any race. Competitors shall accept that their participation in the Regatta is at their sole exclusive risk in every respect. By way of entry to the Regattas, competitors shall indemnify Fireball International, Fireball Kenya, the Kenya Yachting Association, their officers, members, servants and agents in respect of all claims and demands of whatever nature which may be made upon them in connection with or howsoever arising from their participation or intended participation in the Regattas.

Competitors shall acknowledge that Fireball International, Fireball Kenya, the Kenya Yachting Association, their officers, members, servants and agents accept no responsibility in respect of loss of life, personal injury or loss or damage to property which may be sustained by reason of their participation or intended participation in the Regattas or howsoever arising in connection with these events.

5.4 Certificates

All boats shall have a valid measurement certificate, which shall be presented for inspection at the time of registration.

5.5 Insurance

All boats shall have third party insurance cover of not less than $500,000 USD for any accident. All owners / competitors who sign the entry forms are deemed to have made a declaration that they hold such cover. Owners / competitors not holding this cover shall withdraw their entry.

Change of Crew

There shall be no change of team member without prior written permission from the International Jury.

  3. MEASUREMENT

8.1 Regatta Measurement

All boats shall be presented for measurement. Boats or sails that have not been previously 'officially measured' will not be accepted.

9. SAILING INSTRUCTIONS

9.1 International Week & World Championship Regatta

The Sailing Instructions will be available at the Regatta Office from 12.00 hrs Saturday 15th February 2003

10. REGATTA SITE

The regatta site will be Mnarani Club, Kilifi, Kenya.

11. RACING AREA The racing area will be Kilifi Bay and Kilifi Lagoon, Kenya.

12. COURSES

Courses will be defined in detail in the Sailing Instructions.

13 SCORING

Scoring will be defined in detail in the Sailing Instructions.

      13.1 International Week

      13.1.1 Number of Races, Minimum Required, Races to Count

      The International Week will consist of up to 6 races, of which one (1) race will constitute a series. If less than four (4) races are sailed no score will be excluded.

      13.1.2 Scoring System

      The Bonus Point Scoring System, Appendix A.4

      13.2 World Championship Regatta

13.2.1 Number of Races, Minimum Required, Races to Count

The World Championship Regatta will consist of up to 10 races, of which one (1) race will constitute a series. If fewer than 5 races are sailed, no score will be excluded. If 5 or more races are sailed one will be excluded and if 8 or more races are sailed, 2 scores will be excluded.

13.2.2 Scoring System

14. JURY

An International Jury conforming to the requirements of RRS Appendix ‘M’ will be appointed by the Organizing Authority.  

15. SUPPORT BOATS

Team leaders, coaches and other support personnel shall not go afloat in the racing area between 30 minutes prior to the start of a race and when the last boat finishes inclusive, except in boats provided by the organising authority. The penalty for failing to comply with this requirement will be the disqualification of all competing boats associated with the infringing support personnel. 

16. RADIO COMMUNICATIONS

A boat shall neither make nor receive electronic communications.

17. PRIZES

17.1 International Week Regatta

Prizes will be awarded to the top ten percent (10%) of the fleet.

Daily prizes will be awarded based on participation.

Additional prizes may be awarded.

17.2 World Championship Regatta

Prizes will be awarded to the first ten (10) places overall.

Daily prizes will be awarded based on participation.

Additional prizes may be awarded.

18. RIGHT TO USE NAME AND IMAGES

In participating in the 2003 International Week and Worlds event in Kilifi, Kenya, a competitor automatically grants to the Organizing Authority and the sponsors of these regattas the right in perpetuity to make, use and show, from time to time and at their discretion, any motion pictures, still motion pictures, live or taped films or videos, on television and/or other media, showing him/her during the period of the regattas, as well as to use such contents in any material related to the 2003 International Week and Worlds without compensation.
