Council Decisions and Information November 2022

Dear presidents and secretaries
It is over 2 months since our highlight of the year: The Worlds in Dromineer Ireland!
According to our constitution a General Assembly (including all present NCAs) and an Open Forum (including every interested sailor present) were held. The minutes are published.
Now we need a council decision regarding the following points:
COUNCIL DECISIONS:

1. Class Rule (IFCA) Rule 25 - PROPULSION

Current rule:

The following rule changes RRS 42 and shall only apply to World and Continental Championships and other events as agreed with Fireball International only if so specified in the Notice of Race and Sailing Instructions.

RRS 42 is changed to insert at new rule, RRS 42.3(i):

"42.3(i) When the wind speed is clearly over 12 knots across the course, the Race Committee may signal in accordance with RRS Appendix P5 that pumping, rocking and ooching are permitted after the starting signal. This changes RRS 42.2(a), 42.2 (b) and 42.2(c)."

Proposed rule:

RRS 42 is changed to insert at new rule, RRS 42.3(i):

Question to NCA:

Do you agree to remove the part of rule 25 that states it only applys to World and Continental Championships, thus allowing 42.3(i) to be used at any event?

2. Preliminary point for Budget 2023: Subsidies for containers going to the Worlds 2024 Geelong AUS


For the first host country outside Europe post Covid we feel, that the event in Australia is very important to retain as much of our global participation as possible. We, therefore, propose to subsidize each container going to Geelong AUS for the Worlds 2024 with £5'000.- Financially, this is based on the actual accounting, (opening balance 41'882.84, estimated in-year balance 1'004.50) and the profits of the 5 last years amounting to more than £2'500.- (except 2020, where membership fees were paused due to Covid).

Thus, the budget 2023 would contain the amount of 15'000.- (3 containers) for championship expenses.

Question to NCA:

Do you agree, that FI subsidizes the containers going to Geelong AUS with £5'000.- per container?

YES / NO

 

The deadline to return your answers to these questions is December 1st, 2022.

 

INFORMATIONS:

1. We search for members with connections to international transport companies. This could make the organisation of container transports much easier... thus please inform your members about our search.

2. In August 2023 we will have to elect the Flag Officers for the next term 2024-26. Thus, please check that your NCA is in good standing!

The constitution 8.1 says:

"A NCA shall be in good standing provided it has paid the annual subscription and registration and has advised Fireball International of the contact details of its current executive, the list of its members, and the list of its boats.

Failure to fulfill these obligations for a period of two consecutive calendar years shall result in the NCA no longer being a member of Council."

 

I would like to submit to your attention, that I will step back as Commodore after two terms (2018-2023).
